Descripción
Supervises personnel engaged in transportation engineering work in functional areas such as planning, design, construction, transportation/traffic operations, maintenance, and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines. Employees at this level are virtually self‑supervising and assume direct accountability for the work product. Essential Duties
- Coordinates with other engineers in the district and with the Materials and Pavements Section of the Construction Division concerning material testing, specifications, and material failures.
- Designs new pavements and overlays or reviews related activities.
- Develops and oversees laboratory and/or geotechnical consultant contracts.
- Drives or travels to project/work locations to make on‑site engineering reviews, analyses, tests, and to provide technical support.
- Investigates roadway material failures and recommends solutions.
- Oversees district laboratory operations and monitors material testing requirements and results for compliance with specifications.
- Oversees the quality monitoring program for local material sources.
- Participates in district plan review activities.
- Establishes, modifies, or interprets applicable standards, rules, methods, procedures, practices, and policies.
- Makes technical presentations and instructs departmental courses.
- Responsible for the District Quality Assurance Program.
- Performs other job responsibilities as assigned. Minimum Qualifications
- Education: Bachelor’s degree in engineering or related science. A higher degree accepted by TX PELS.
- Experience: 4 years of transportation engineering experience (full time or prorated part time). Related graduate education may substitute for experience at a 1:1 ratio.
- Must have at least one year of supervisory/managerial experience. Project leader or lead worker experience may substitute. Licenses & Certifications
- Valid U.S. driver’s license. This position requires driving a state vehicle.
- Licensed Professional Engineer.
- Professional Engineers licensed in another U.S. state who are not currently licensed in Texas must (1) meet Texas license requirements, (2) obtain a Texas professional engineering license within six months of hire, and (3) sign an agreement as a condition of employment. Competencies

- Exercises logic and reasoning to define problems, establish facts, and draw valid conclusions; makes decisions that support business objectives and goals. Physical Requirements and Working Conditions
- Subject to inside and outside environmental conditions.
- Subject to extreme cold and heat (below 32℃ and/or above 100℃ for more than one hour).
- Subject to noise.
- Subject to vibration.
- Medium work: lift up to 50 lbs, frequently lift or carry objects up to 25 lbs.
- Climbing: ascending/descending ladders, stairs, scaffoldings, ramps, etc.
- Balancing: walking, standing, crouching on various surfaces without falling.
- Reaching: extending hand(s) and arm(s) in any direction.
- Standing: prolonged periods of time.
- Walking: moving on foot to accomplish tasks, often over long distances between sites.
- Talking: expressing or exchanging ideas by spoken words.
- Close visual acuity: work includes data/figures; viewing a computer screen; extensive reading.
- Visual acuity: operating machines such as drill presses, power saws, and mills. Conditions of Employment
- Must pass a drug test prior to employment. This is a safety impact position and will be subject to random drug testing.
- Note: The Department of Transportation's Drug and Alcohol Testing Regulation (49 CFR Part 40, 40.151(e)) does not authorize “medical marijuana” as a valid medical explanation for a positive drug test result for employees in this position. Benefits
